Ten years ago this week, The New York Times introduced the Upshot, a section devoted to explaining “politics, policy and everyday life.” That’s a wide scope, by design. As a result, more than 5,000 articles later, the Upshot has been many things to many readers. To mark our 10th birthday, we’ve collected 100 stories that embody the Upshot. Boeing 's safety and quality were under fire again in two Senate hearings on Wednesday as the manufacturer faces mounting scrutiny after a midair door blowout and near catastrophe on one of its planes in January. A Boeing engineer-turned-whistleblower testified before a Senate panel, reiterating his allegations that the planemaker cut corners to move wide-body planes through the production line, despite flaws. "I believe that Boeing can do better and that the public's trust in Boeing can be restored," he said in prepared remarks to the Senate Homeland Security committee ahead of the hearing "Examining Boeing's Broken Safety Culture: Firsthand Accounts." New plane deliveries from Boeing have slowed as the Federal Aviation Administration ramps up its scrutiny on the company's production lines. A separate hearing, before the Senate Commerce Committee on Wednesday, addressed Boeing's safety culture after a report issued earlier this year from an expert panel ordered by Congress found a "disconnect" between Boeing's senior management and other members of the organization on safety culture.

Opinion SoleAuthority Forty-five feet underground in a command center near Omaha, there’s an encrypted communications line that goes directly to the American president. Buried below is a military command headquarters constructed in case of a missile attack amid a national emergency. Yet regardless of who wins this election, or the next one, the American president’s nuclear sole authority is a product of another era and must be revisited in our new nuclear age. The jet’s crew can contact the president, verify his or her identity and relay a nuclear attack order to bomber squadrons, submarines and intercontinental ballistic missile silos. It is, however, unacceptable for an American president to have the sole authority to launch a nuclear first strike without a requirement for consultation or consensus.

The International Court of Justice, the U.N.'s highest legal body, will this week hear a case brought by South Africa that accuses Israel of committing genocide against Palestinian people during the assault on the Gaza Strip. Ambassador Reuben Brigety accused South Africa of running guns for Russia via a mystery merchant ship, a South African inquiry found no evidence of the alleged arms shipment, but ties between the two historical allies remained taut. "Over the past two years a succession of frustrations, including South Africa feeling it is being pushed on Russia-Ukraine, the U.S. Ambassador's statements on South African domestic security and on its relationship with Russia, and U.S. policy on China in Africa, have all contributed to the worsening of this relationship," Vandome said. 'Solidarity against apartheid oppression' South Africa's close relationship with Russia is based on a multitude of factors past and present.

Signage for the London Stock Exchange Group is seen outside of offices in Canary Wharf in London, Britain, August 3, 2023. "Impacted securities are now in regular trading," LSEG said in a notice published on its website. FTSE 100 (.FTSE), FTSE 250 (.FTMC) and International Order Book securities - shares listed in London by overseas companies - had continued to trade normally, the exchange said. It is the second time LSEG has flagged a disruption to trading in smaller stocks on the London market in less than two months. In 2019, the London Stock Exchange suffered an almost two-hour outage that hit FTSE 100 and midcap stocks, which LSEG said was caused by a “technical software issue”.

It also is one of the most substantial exceptions to the Posse Comitatus Act, which generally prohibits using the military for law enforcement purposes. Trump has spoken openly about his plans should he win the presidency, including using the military at the border and in cities struggling with violent crime. His plans also have included using the military against foreign drug cartels, a view echoed by other Republican primary candidates such as Florida Gov. Turkish Airlines (THY) (THYAO.IS) burst onto the show's agenda on Saturday with word from state-run Anadolu news agency that it was in talks to buy up to 355 Airbus jets. It has said it is in discussions for as many as 600 planes overall, split between Airbus and Boeing. However, speculation of a large Dubai order for narrowbody jets from the region's newest player, Saudi Arabia's Riyadh Air, as early as Dubai is premature, other sources said. Emirates is the world's largest user of wide-body jets, including Airbus A380 superjumbos and current-generation Boeing 777s.

Some close followers of Russia believe Moscow, operating outside international law, is increasingly acting like a "rogue state" itself, particularly in its desire to challenge and subvert the West's dominance in global affairs. Russian President Vladimir Putin (R) meets with Syrian President Bashar al-Assad in the Black Sea resort of Sochi, Russia November 20, 2017. "Russia is increasingly a rogue state: Its core relations are with countries outside a rules-based global order: Belarus, Iran, Syria, and North Korea," Ian Bremmer, the president and founder of Eurasia Group, told CNBC Monday. The BHRRC has been tracking allegations of workers' rights abuses in garment factories since the military junta took power in Myanmar, plunging it into political and humanitarian crisis. There have been 21 cases of alleged abuses linked to Inditex suppliers over the two-year period, and 20 linked to H&M suppliers, according to the report. The Myanmar Garment Manufacturing Association did not reply to a request for comment. It expects its final orders from Myanmar suppliers to ship before the end of this year, but has also increased its presence on the ground. H&M and Bestseller are among 18 brands that are part of the European Union-funded MADE project aimed at improving labour conditions in Myanmar's garment factories.

Aug 1 (Reuters) - Britain's Domino's Pizza Group (DOM.L) announced a 70 million pound ($89.78 million) share buyback programme on Tuesday and raised its annual profit forecast range helped by higher orders and sales in the first half of the year. Resilient customer spending has helped the UK hospitality slowly recover from pandemic lows amid pressures from high costs. In the first half of the year, total orders increased 2.8% to 35.4 million, helping the company to post an 8.2% rise in underlying core profit. The company, a franchisee of U.S.-based Domino's Pizza Inc (DPZ.N), said it now expects an underlying core profit of about 132 million pounds - 138 million pounds for the year. Analysts on average had expected 127.6 million pounds, according to a company-compiled consensus.
